We said we'd agree to a a compromise in which a Second Generation would be freed at birth, not at any other point.

As for the Texas delegations, I stand behind the gentleman from Oregon's proposal. Seat them both.

We can't even hold meetings like gentlemen without trying to kill each other. What a disgrace.

With regards to the gentleman from Massachusetts, I find the practice of slavery and the degradation of the negro race as abominable as he, but I believe that the negro stands to benefit more from an orderly way of being freed within the Union than he does from the bloodshed that could come of a war over secession. Further, does the representative propose that we suddenly drop millions of unskilled, enslaved negroes from their current state right on to their own two feet just like that? It seems, again, like it could do them more harm than good.

I too agree in a nonviolent solution. However forty years is too much. We are a free nation built upon the principals of liberty and freedom. Why is there a double standard for the negro?

And again just setting them free in the next 24 hours will ultimately end up in disaster. So yes I agree with sensible solutions as the gentleman from Oregon suggests, however forty years is too long and I believe 20-15 years would be reasonable. So in this case I propose 17 years and a load of programs that will come into practice months ahead of ending slavery all together that will ease the transition.

Let us also not forget the great things about a free market. I make this case to all southerns who own slaves and operate a business with slave labour.

Our market here in the States is open, free and unregulated. Freeing your slaves and paying them wages and offering better pay for better work will only increase your profits and networth. The White Man is not better than the negro. We are all the same. So we must work together to find a common and sensible solution.

The two generations is also meant to allow southern slave owners and the economy that they in large part drive prepare to accommodate the end of slavery. Freed slaves are done no good if there aren't any jobs there.

I'll say this to my Northern colleagues: we're not going to have an entirely free continent next week, next year, or next decade without bloodshed, and I don't think any of us want that. Are the lives of Floridians or Sequoyahans to be exchanged for the freedom of slaves? That's not a trade I care to make. I offer forty years as a compromise that will allow Generation Two to go free following the birth of Generation Three. I know that is not ideal from the stance of the abolitionist, but it is realistically possible without war. Now, would the South be amenable to my proposal?

We already agreed to Generation Two being freed at birth, and we're sticking by that proposal.

That is actually not what I recall being agreed to, sir. I recall agreement to Grandchildren being free, and I believe that is what my proposal does. I merely defined the generational numbers differently.

Guzman, severely injured, is escorted out of the chamber by both SSA and Union delegates to a nearby house with a doctor. Both Schneider and Bullock are left, and they trade surly glances as they take their seats:

Bullock: I'm sorry, but there is no way that Texas can ever acknowledge the Negro to be the equal of the white man, sirs. And before you quote the Declaration of Independence, I think Jefferson was a pie-in-the-sky idealist on that one. The so-called "double standard" is the only workable standard. Unionist or sovereigntist, Texans agree, by and large, on that much, Mr. Schneider and the Heinies excepted.

The proposal we can agree is as follows: the current generation will remain as it is, and so will the next, but the next children generation will be considered free at birth, and freed at adulthood.

And I would suggest that New Jersey will have to take up its issue with a state that actually recognizes the legal existence of slavery. I suggest that we maintain open minds.

On that note, I'll warn you, Mr. Bullock, to tread carefully when speaking on matters of race.

Whether slavery is immoral or not is one arguement, but whether the negro is the equal of the white is something else entirely. Was the Gual the eqaul of the Roman? Was the Thracain the equal of the Greek? Of course they weren't which is why they ended up enslaved. It is the same reason the negro is now enslaved. If he were our equal he wouldn't be enslaved in the first place.

The proposal we just mentioned is the exact same proposal the Virginia delegation first made, Mr. Jones. We have open minds - compromising means both sides give in, and we're already giving in.

Schneider: We're not going to kill each other after that. Not here in Virginia, anyway...

Bullock: Yeah. Anyway, as you can see, there still remains the problem on who's the rightful governor - half of us says Clark is. I think we can resolve that issue later, but I personally think there ought to be a vote in the Sovereign States by the people on whether anything discussed here actually takes place. That is, if they even want it - as far as I'm concerned, we're part of a new nation, and y'all's troops ought to get out of my state and my country...

Unless someone else has something to add or is willing to have Mr. Schneider removed, I will bring what we have discussed to Governor Castellen and the Tennessee Government and we will choose how to proceed from there. I hope that Tennessee or the New Nation shall have a response in due time and I hope that the United States will stay their hand from bringing War to the Sovereign States.

Both Texas delegations leave as well, excepting those tending to Guzman - one from the SSA and one from the USA.
